4/17/12 – Nearly five agonizing hours of budgetary boilerplate and dais swashbuckling with a good dose of extra_dime.jpgpublic comment followed by a failure of the fire alarms in City Hall resulting in a fire drill (everybody out) and a series of unpredictable interruptions with flashing lights and an earsplitting BEEP! BEEP! BEEP! cutting into commentary, both intelligent and unintelligible with or without the BEEP! Finally resulted in the approval of Councilmember Marti Brown's favored project PARTICIPATORY BUDGETING PROCESS APPROVED FOR DETERMINING THE DISPOSITION OF 30% OF MEASURE B SALES TAX FUNDS by a vote of 4-3 with Davis, Sunga and Hannigan opposed and Keen not too keen.

PUBLIC SAFETY CITIZEN’S REVIEW TAKES SHAPE

The newly appointed ‘Ad-Hoc’ Citizens Public Safety Advisory Committee had their first meeting on Wednesday, April 11 at 6p.m. The meeting was held with civility, decorum and mutual respect. Unfortunately, only a handful of people from the general public attended, and none of them stepped forward to make comments or suggestions at the community forum portion of the meeting.

 

The committee members began the meeting with introductions as follows:

Sergeant Sid De Jesus, appointed as the ex-officio member representing the police department remarked that he has been on the Vallejo police force for over eighteen years and is in charge of Internal Affairs reviewing police professional standards and related matters. Patrick Dunn is the appointed representative from the Vallejo Fire Department. Dunn stated that he works on the ‘C Shift’ and has been with the department for twenty-four years. His duties include performing evaluations, along with explaining & enforcing the rules and regulations. He offered to bring copies of those rules and guidelines for the entire committee to peruse. Both representatives from police and fire will be able to participate during the meetings; however, per council’s direction, they will not be allowed to vote or set future meeting agendas. In addition to the two safety department representatives, the committee has seven members from the citizenry:


Kathy Beistel has lived in Vallejo for fourteen years, and is a well known Vallejo activist who was largely responsible for bringing attention to the huge prostitution problem, among other things.


Carol Heppe handles citizen complaints for the San Francisco police department; she has lived in Vallejo for over fifteen years.


Kevin Kelley has been a Vallejo resident for fifty-eight years, and has spent thirty-one years on the Vallejo Police Department.


Member Joanne Schivley is a former Vallejo City Council member, and has been extremely involved in the politics of Vallejo for decades.


Robert Schussel remarked that he has lived in Vallejo for ten years, and did market research for a living. “This experience will allow me to bring some useful ideas to the public safety issue,” Schussel said.


William Tweedy is also a thirty year veteran of the fire department and has lived in Vallejo for fifty-two years. Tweedy remarked that he had many years with the police department as well.


Burky Worel stated that he is a retired police officer of thirty years, and a former member of the Vallejo School Board.

Assistant City Manager, Craig Whittom and John Nagle, an assistant city attorney, initially conducted the meeting until a Chairperson and Vice Chair person were elected. Attorney Nagle went through a thorough interpretation of the Ralph M. Brown Act, and outlined the basic future organizational aspects of the meetings. He stated that all meetings will be videotaped, and available on line. Joanne Schivley requested that they be videotaped live and replayed again (as the council meetings) in order to accommodate those citizens who do not own computers or other electronic devices to access the city’s website. Whittom also noted that the meetings will be held every other Wednesday, and that the agenda will be posted 72 hours prior to each meeting. Agendas will also be available at the city clerk’s office.


The assistant city manager stated that the committee will begin to examine areas of the following concerns:


  1. Review of best practices in other cities of Citizen Police Commissions including approaches, powers, limitations, and the impact of various models of citizen review.

  2. Review of best practices in other cities of police and fire departments in terms of efficient operations, revenue generation, reducing calls for service, crime suppression, increasing police presence, enhancing technology to reduce crime and create a safer community.

  3. A review of current & future trends in public safety compensation methodology.


One of the first orders of business was the election of the Committee Chair and Vice Chair. Bill Tweedy nominated Kevin Kelley as chair; Kelley respectfully declined. Worel nominated Carol Heppe for both Chair and Vice Chair; Heppe respectfully declined both positions. Kathy Beistel nominated former council woman Schivley as Chair. Schivley accepted and was appointed. Beistel then nominated Robert Schussel as Vice Chair; he was duly appointed. With both a Chair and Vice Chair in place, the city attorney and assistant city manager relinquished the meeting to the chair. Prior to doing so, however, they asked to meet with the chair persons prior to each meeting to see what the full body of the committee decides for the topics of each week’s agenda. Worel asked that the group make a concerted effort to find out “what the police and fire departments currently have in the pipeline.” Schivley stated that she is particularly interested in the budget for each department, and asked that the group be able to obtain a break down of the current budget proposals.


Heppe stated that she would like a “copy of the general orders and current rules and operating systems from each department.” She further stated that she would like a complete organizational chart from each department. Worel hopes that the committee will not become bogged down in minutia, and “ask a lot of frivolous questions.”


The next meeting will be held on April 25th at 6:30p.m. As of now, the meetings will always be held at City Hall unless the committee decides otherwise. The meeting time was changed from 6pm to 6:30 pm in order to accommodate committee member Carol Heppe with her nightly commute from the city of San Francisco. There were no other suggestions for change.


The general public is encouraged to attend, and there will be a public forum at each meeting which will give citizens a chance to ask questions, and state some of their concerns. Future meetings will be held on May 9th, May 23rd, June 6th and June 20th. For the next meeting on April 25th, Schivley stated that she would like to see an absentee policy put in place for the entire committee; i.e. how many meetings will be allowed to be missed prior to a resignation request, etc. It is imperative that the general public lend their voices to this Citizens Advisory Committee. It is after all a committee formed for and by our Vallejo citizens. Please get the word out and encourage people to attend. Speak up and get in the game!

There is no "Cover-Up". Jarreau posted videos online of him posing with the gun, acting the fool, advising everyone that "he don't play". Well, neither do the Vallejo Police. The shopkeeper on Sonoma Blvd. was correct to call the police when the incident occured. Jarreau dug his own grave. Believe it.

So the other day, someone kicked in a neighbor's front door and ransacked the house taking computer gear and electronics. But they did not get very far. An young AA man in a black hoodie, white t-shirt...the normal garb..was caught on another neighbor's cameras dropping the loot in their yard and running into a house up the street where lots of questionable activities occur. He emerged a few minutes later, still on camera, after changing his clothes sauntering up the street away from the cops inpecting the dropped loot. The cops have the video from the cameras which caught the perp in the
act. Yet the cops advice?.. "contact your insurance agent and start a neighborhood watch". I, for one, am a little uncomfortable knowing that one of my neighbors has no problem kicking in a front door and the cops do nothing with the evidence.

you are going to be sorely disappointed if you think this committee can litigate any cases involving police officers, there are laws that shield police from having any information relating to investigations involving them from ever becoming public. You would do well to try to focus the committee to focus on investigating ways to improve the PD in the future

This is good! This is one avenue for Vallejo to express their concerns or make recommendations to the Ad-Hoc Public Safety Committee. Share your story here. Make 'constructive' suggestions to the committee here. We're listening. But also, take advantage of the Wed. night meetings public forum. BE HEARD!

for the people by the people this sea change will assure the allocation of our tax dollars will be done by Vallejo Citezens not by high paid out of towners

The CHP helo was up on this call people were spotted in a nearby field somehow the perps were associated with the home 5 to 6
of them known to be armed how many guns unk as is common a fire truck was staged outside the perimiter no dought the adrenilan was pumping probably the cause of the 12 canisters being deployed VPD is being very conservative when dealing with
perps known to be armed " can you blame them " the delay to extinguish the fire
was probably due to clearing the perimiter they had to clear backyards etc before the VFD could move in to fight the fire also the house was

SJPD audit finds 75% moonlight. While most large cities either ban or control moonlighting SJ does not. The concern is that officers could be working while sleep deprived which impairs judgement and decreases reaction time. Audit finds some officers working their city shift and also billing hours for side work during their scheduled city work period. What is Vallejo's policy?

If I came home to find my house burning, two of my dogs charred to death and one broken in the road, well, hell hath no fury! Whoever the pet owner is, I hope you can recover from that loss and trauma. RIP dogs.

As to blaming the cops, they didn't know if the perps were inside so they throw tear gas into the house. They HAD to have heard three dogs in there barking before that. Yet they threw year gas anyway? If nothing else they should be cited for animal cruelty.

Obviously you are a dog lover and cherish the companionship and loyalty they provide. Great, I also love animals and am saddened that two of them had to perish in the house fire and the third dog in an accident.

Why was police action needed at all? There were 6 perps that had the advantage to be nimble footed and escaped from the location they allegedly entered, uninvited.
Not being aware of that, what would your course of action have been at the time?
The teargas balls alone were not the probable cause of
the fire. Teargas does not burn when it escapes from its container. An unknown chemical agent in addition to the gas may have started the fire. Was something knocked over in the utility room and the water heaters open flame may have contributed to the fire? I do not know!

So how do you determine that our officers "screwed up" by their actions?

Your lack of respect for our officers is clouding your logical thinking. Since you are a long time contributor to this very website, I would expect more from you than one sided rethoric.

Let's see, nobody found in the house yet the 50 year old house starts fire after the police fire tear gas into the dwelling and the house begins to burn. The action was justified but the response is suspect at best.

Silas - amazing how you jump to the conclusion the officers "screwed up." How the hell would they know a non flammable tear gas round would knock something over and start a fire?? Pull your head out of that dark tight space it resides in and consider things objectively for once.

Firebug, nobody has to compliment anyone with respect to this incident.

The point was that we seem to find more fault with our officer who performed a job to the best of their ability under the circumstances, while the gang of six comitted a crime by robbing someone, fled, forcefully entered a house and vanished.

The no snitching code prevails to this day, something very few seem to take issue with. Six individuals were in an established mature neighborhood and not a single person saw or heard anything.
Highly unlikely.

....and rat, 2 dogs perished in the resulting fire, 1 escaped
and was hit by a car. I did not read where or when this occurred or what led up to the death by car. Certainly the animal must have been traumatized, but it probably did not commit suicide. Are you going to blame the motorist?

Mr. Johnston, you are right on point with your observation.

It seems many point their Monday quarterbacking fingers at those that are to enforce the law, however conviniently forget that this situation occured due to the criminal element invading a random ?? house after they comitted a crime ... and then had the luck to escape, unseen!

...and rat, it is unfortunate enough that 2 dogs succumbed in the resulting fire,NOT THREE!

The wrong part is that the five or six local cretins who started this whole thing, via the bogus Craigslist ad, subsequent armed robbery, chase, bailing from their car, and finally the SWAT situation, tear gas and fire....they all got away, and no one has been identified or arrested yet. Plenty of arm-chair quarterbacks will vilify the VPD, second-guessing tactics and approach, being possessed with 20/20 hindsight, knowing perfectly what to do. It's a small house, but the loss of the pets is horrific. I have no doubt that some fellow Vallejo "citizens" know darn well who did this,
who's responsible. Is anyone coming forward to help the Vallejo Police with their investigation? Or are they all toeing the "no snitch" line; thus laying a roadblock for the "po-po" and so enabling their "homies" to act out another day? This illustrates the ugly side of our town. Some people who live here are just plain bad elements, set on criminal autopilot. Did the CS grenade probably knock something over and likely start the fire? Probably yes. But remember how this all got started, and who should ultimately bear the blame, but currently is skating under the radar.

this must explain the young Woman reported crying at the scene by the TH thank god no Children were in the house . this amount of chemical agent shot into a small house
would be lethal to anything . wonder what the insurance company will do ? the whole house is now a toxic waste site impregnated with CS gas maby next time the PD will lob in one or two and wait it out RIP the three dogs ..

Thanks for the well detailed article explaining the citizens' public safety committee!
We can only pray that the good citizens of Vallejo WILL come forward and tell how abusive, how rude and condescending MANY, albeit not all, Vallejo cops behave. They behave particulartly badly to Blacks and Hispanics; they treat them as sub-par individuals and are often very cruel to them in many ways.
Of course, that only reflects on their leadership. So, I won't even expound on that one. The important thing is that the people come forward and tell their horrific stories. The Vallejo cops are arrogrant,
aggessive sons of (insert expletive here) who hate Vallejo and her people, and most everyone in this town knows it. So come forward citizens and shout out, what exactly can Vallejo cops do to you that they have not already done?

So old women are to be discounted are they? What about old men...they too?
Does reaching old age confer some sort of detriment to decision making? And, at what magical age does that begin? Twenty four years? 56 years? 65 years?

And individuals with a physical disability? Are we expecting some sort of marathon race from this committee or some thoughtful recommendations.

And, are short people to be discounted. What then would be an
appropriate height before wisdom is expressed?

And, people who sell hot dogs and hamburgers and (fill in the blank)? Are they too, somehow discounted because they don't make a living by selling,say, hand guns? Or perhaps running a gold exchange. Would it make any difference if the committee member was a sales associate for Loews?

Seriously, you really have forfeited you right to make comment which such absurd assumptions and I doubt seriously if you could ever really understand what the job is, let alone get it done.

It's not too PSU weighted. The two police and fire reps the city manager appointed don't have votes but even so are good guys. Tweedy and Kelley are a-holes with chips on their shoulders so big they can barely walk. They hate the "ViBer" progressive crowd with a black passion because they've dared to question their pay/pensions. Burky is just a cranky contrarian.

The general public isn't going to say anything about this--a large number of the people involved with this effort wear badges and carry firearms of various types. The public isn't going to stick its neck out against that kind of intimidation and potential threat. The public knows the history of Vallejo Police Department--the strike against the citizens of Vallejo by the police union in 1969 told everyone what to expect from the police when they are crossed. The public saw the behavior of police officers AND their families at City Council meetings in recent months--the general public can't
defend itself against that kind of onslaught.
