In the short time since leaving Vallejo's Fighting Back Partnership, Tony Pearsall (former Executive Director) and Bob Sampayan (former Environmental Strategies Coordinator) are starting a new non-profit organization to continue the work of organizing neighborhood watch groups throughout the city. Pearsall and Sampayan along with others at Fighting Back are largely credited with the rapid growth of the organized neighborhood watch effort in Vallejo seen as a valuable supplement to the city's reduced police force. At this point, the status of the neighborhood watch program at Fighting Back is in question due to funding issues.


The new organization will be called Community Partnership Vallejo.


Pearsall is a retired Vallejo Police Officer, a former Vallejo City Councilmember and married to Councilmember Stephanie Gomes. Sampayan, who is also a retired Vallejo Police Officer is currently serving on the City Council.


Below is an email sent by Sampayan to neighborhood watch groups around the city announcing the new organization:

 

 


Hello Neighborhood Watch Groups,

 

I wanted to take a moment of your time to update you on plans to keep the Neighborhood Watch program active and sustainable in Vallejo.

 

Tony Pearsall and I are starting a new community oriented non-profit Community Partnership Vallejo (CPV) – which will address some critical needs in our community.  Initially CPV’s mission will focus on growing the Neighborhood Watch program, which has been so successful over the last three years, as well as the Anti-Graffiti Volunteer program. Our longer-term goals will include more safety instruction, Crime Prevention through Environmental Design (CPTED) inspections, Civil Nuisance Abatement and other quality of life programs. 

 

We are currently working to acquire grant funding to open a downtown office that will enable us to continue to work with the community.  We will be doing this voluntarily -- all funding will be used for office rental and basic office needs such as telephones, photocopying, Internet access, etc.   We hope to open the office in August or September.  Watch for our grand opening announcement. 

 

Please remember that National Night Out (NNO) is just around the corner on Tuesday, August 7.  We encourage you to take back the night and hold a neighborhood block party to support the national effort to make our communities safer.  Tony and I will be out and about with McGruff the Crime Fighting dog and his son Junior visiting as many block parties as time allows. We would love to stop by and say ”hi”.  Please let us know if your Neighborhood Watch group is hosting an event. Tony will be leading the NNO coordination. I guess that when certain well-known local folks fall out of bed in the morning, they're focused NOT on what "to do" or "accomplish" on any given day. Rather, it's who they can malign, tarnish, insult or impune. What an odd, twisted, mal-adjusted way of setting up one's task list. Any positive efforts expended by Mesers Pearsall and Sampayan can only help beleaguered Vallejo. No matter where they're hanging their hat, no matter under whose auspices or organization. It's curious to note that for some of us in society, our attention on drug use has shifted, a bit, away from
Marijuana use amongst adults (only, not minors), to the clearly more harmful Meth scourge, the never-ending Heroin market, and the burgeoning abuse of prescription drugs. Alcohol abuse remains a constant over time, lending itself to tragic results both domestically and when behind the wheel. As for other "missions" that Vallejo faces, the blight issues of vandalism, broken windows, garbage and illegal dumping, graffiti...etc...etc. I care not who's lending a hand or working towards eradication. These problems are everywhere. So to those offering a hand in assistance, lifting a paint
brush to cover, whatever they're doing to help: I say "Thank You". We need the help.

From the Current Fighting Back Partnership website -- doesn't mention Kathy Hoffman in 1988 but does mention Tony Pearsall! And read the mission statement, seems what Pearsall's been doing fits nicely within that statement. You are a dolt.

History of Fighting Back Partnership
In 1988, at the alarming increase of the use of alcohol and drugs in the community, concerned Vallejo citizens and the City Council formed a Red Ribbon Committee to address to explore programs and initiatives that could potentially result in a meaningful reduction of
substance abuse.

That same year, representatives from this committee: Jane Callahan, Tony Pearsall, Henry Elliott and Cynthia Kay, went to Nashville to learn more about an opportunity offered by the Robert Wood Johnson Foundation. The group helped secure a 2 million dollar grant aimed at uniting the community to comprehensively address its substance abuse problems. This sparked the creation of Fighting Back Partnership. The agency was formed initially for the purpose of orchestrating Vallejo's fight against drug and alcohol abuse and the resulting impacts.

Since that time, Fighting Back
Partnership has broadened its community problem solving initiatives to include family support services, neighborhood revitalization, youth development, and coalition support.

Mission Statement
Vallejo's Fighting Back Partnership is a non-profit collaboration that partners with business, residents, and government to improve neighborhoods, strengthen families, and support youth development creating a safe, healthy and thriving community.

For the Facts: Fighting Back Partnership was started in 1988 by Kathy Hoffman, working in conjunction with Philmore Graham and his Red Ribbon Committee or Just Say No initiative. It was started to stop drug use within our community and for years did a hell of a job, but then new Board Members took it to a more social/liberal organization and started working with people coming out of prison, getting re-adjusted to the real world and trying to improve poor neighborhoods. Not bad causes, but not the real reason for the original Fighting Back purpose. These causes were pushed by Officer
Pearsall, while a member of the VPD and ever since he has taken over the FBP. I guess he felt that the original purpose of Fighting Back had been accomplished???? I assume he feels that the drugs are gone from the City. You have to admit, Neighborhood Watches are a great idea, but not the reason the City allowed FBP to have free rent for the past 25 years. Oh well I wish them luck....

I will say it again. Fighting Back has decided to go in a different direction. Things like Neighborhood Watches etc are no longer going to be a priority.

i suggest that you might want to look into a reading comprehension course. nowhere in the article did anyone assert that ONLY pearsall and sampayan would be doing NW or NNO. aside from those two misunderstood claims, you simply call them bozos, clowns and cons (obviously factually untrue). i think the half brain you're referring to is yours. Under Tony & Bob, FBP grew the neighborhood watches to what they are now.

I am thrilled they are going to keep up the good work under their new organization.

FBP can continue to run the other programs they have, that also help the community.

So, what's the problem then?

My donations will go to the new organization, because neighborhood watches are what I beleive Vallejo needs. And others can support FBP.

I am thrilled that these guys are going to be doing this.

Fighting Back isn't a partnership with the community anymore IMO. This one aspect of what came out of FB, the Neighborhood Watch program, has been a huge success BECAUSE of Bob and Tony. And I bet block captains feel the same.

Never mind the nasty nay sayers, keep this important program alive!

Intereseting because the last article in the TH, Tony stated that he "resigned" because if he didn't he would become a quadrapeligic! Now it looks like he and Booby are just throwing a fit and trying to get back at the organization that canned their azzes!!

Remember folks: Seven week investigation, multiple witnesses interviewed, and an outcome that dictated that someone did something wrong!! It was not just about one employee complaint, it was about multiple issues that determined that :"someone" was a detriment to the organization, and so they were given the choice of
"resigning" or else! Now the sour grapes are manifesting in the creation of their own sandbox.
So now the question is: Will Fighting Back pursue the re-aquisition of what is rightfully theirs? The database that had all the emails was not rightfully given, it was taken. Interesting if two former law enforcement dudes get charged with theft. One of them being a sitting council member and the other the husband of a sitting council member. Very Interesting Indeed.

Jim, don't believe what the horrid says. Their mission in life is to keep Vallejo down. Their editors live in Benicia & Napa, towns thst benefit from making us look bad (where do the "good people" move to when they decide to leave Vallejo?). I've been to plenty of NNO parties and they were all safe/fun!

P.S. I forgot to mention that I am wary of block parties. My reading of the Times-Herald suggests that people drink at these parties and oddly enough they bring guns and knives. Large groups, not good. Backyard parties, maybe. Love, Jim

It's a terrific idea to have an organization that deals with quality-of-life issues. It ill-serves the police mission to involve them with prostitution, vandalism. graffiti, and neighborhood watches. This will give them a chance to put on their clown outfits and bust another clinic. Or who knows, maybe they'll patrol, take complaints, or investigate burglaries and other crimes. The CPV should help. Let us hope they get some funding. Love, Jim
