9/5/12 - Here is the complete VPD press conference from 11 AM this morning. Comments from interim Vallejo Police Chief Joseph Kreins and Lt. Kenneth Weaver.
Police also display a replica pellet gun identical to the one they say Romero was carrying and an actual gun for comparison.

@ Fed Up: And, I guess it's safe to conclude that Officer James Capoot received his JUSTICE, as well, right?! The Vallejo Police Department is doing the family of Guy Jarreau a favor by NOT producing the police report. It shows how GUILTY they are! Smile! No, I WON'T go away! I thought you knew this! Smile! @ Semper Fi: DUMMY, no one asked for a "copy of the murder case!" The family of Guy Jarreau is asking for the "LETTER" the district attorney, Du Bain, said that the citizens can have after a case has been investigated and completed! Smile! Now, who's the complete idiot?! Guy was a stupid "THUG?!" Well, I guess it safe to conclude that the officer (Kent Tribble) who MURDERED him is a "stupid COWARD!" He committed MURDER and ran behind his badge for protection! Smile! And, justice for Guy Jarreau continues...

@ Momster: Smile! In due time, you and your "buddies" shall see who will prevail in the case of Guy Jarreau! The family of Guy Jarreau is entitled to the police report, but because the Vallejo Police Department is GUILTY, they refuse to give it to them! That is just how they work...Smile!

Guy has already received his justice. And the VPD did us all a favor by saving the taxpayer more of our hard earned money sending this loser through the justice system multiple times in the future, and supporting any of his offspring. Don't engage that creepy smile person and they will go away. That creep dying is the biggest thing that's ever happened in that morons life. Probably hoping to cash in on a lawsuit.

@memories, if you feel so passionate about Guy Jerrau's murder, then get yourself a good CIVIL lawyer and sue VPD in CIVIL Court where the burdan of proof relies on reasonable doubt oppose to evidence! That what the affluent people do in Marin.
fyi: until Mr. Jurrau is deemed a victim and criminal charges have been filed, you are NOT entitled to the police report as it is a "controlled document." That is just how it works.

@ Salty Dog: I don't care if your sympathy has "evaporated!" I will continue to speak about what happened to Guy Jarreau on Saturday, December 11, 2010! It isn't fair that he was shot down like an animal, kicked while he was on the ground with a bullet in his chest and taken to the FARTHEST hospital when Officer James Capoot was, promptly, taken to Kaiser for his gunshot wounds! You can say negative things about Guy Jarreau and the young men who were shot on last week, but don't want anyone to say anything negative towards Officer James Capoot! Don't tell me about the Vallejo police "upholding the law!" What they do is "uphold their wrongdoings!" They are NOT innocent! It's funny, ALL of the officer-involved shootings, in Vallejo, are labeled JUSTIFIED! None of the officers have done anything wrong! They are ALL innocent and get paid administrative leave and get to go home to their families! They commit MURDER and don't want their names to be released to the public. For you to proclaim the VICTIMS are "THUGS" and "CRIMINALS" is entirely unfair, as well! It goes BOTH ways! WE don't care about winning SUPPORT! What WE care about is JUSTICE for a man named Guy Jarreau...I thought you knew this, Salty Dog?! Obviously NOT! Smile! And, justice for Guy Jarreau continues...

@ Semper Fi: "Chunk of garbage?!" You mean, like the Vallejo Police Department?! Smile!!! How dare you place Guy Jarreau's life beneath Officer James Capoot's. It's okay for you guys to "down talk" the VICTIMS, but become agitated when someone says something about the Vallejo police! If you don't have NOTHING nice to say about the VICTIMS then, don't say ANYTHING at all! Please, take your own advice! It goes BOTH ways!!! Smile!!! And, I am so sick of the Vallejo police officers who commit MURDER and then hide behind their badges for protection!!! What about all the MURDERS committed by the Vallejo Police Department, huh?! I'll get a life when the Vallejo Police Department give the family of Guy Jarreau the police report! Smile...Now, justice for Guy Jarreau continues...

Yes, memories, any sympathy, as tenuous as it may have been, I may have had for your singular cause has evaporated in the last few posts.
You cannot expect any thinking individual to succumb to your consistent hammering of emotion and lack of logic.
The Vallejo Police, like any law enforcement organization is charged with upholding the law...up to and including the use of force. They are aware that they have a mandated monopoly and that using force in carrying out there duties- not to serve the public or community (although they do that too) is to uphold the law and facilitate order. That is their training.
For you to proclaim the police as murderers and thugs is entirely unfair and as generalized as saying that all blacks are thugs and low lifes.
You need to check your premises ( and I don't mean your residence) if you ever hope to win any sort of support through your posts. It doesn't wash with even the barest of thought process.

Memories....you are a freaking chunk of garbage. How dare you place Officer Capoot in the same sentence as the no good drug dealing idiot that pulled a gun on a cop. You prick! Officer Capoot not only served the community he served this country as a United States Marine which secured the very rights you are abusing by speaking freely...If you have nothing nice to say then don't say anything at all. I am so sick of the thugs who expect sympathy when they get smoked for doing what thugs do... what about the quad murders in the south they were ALL black...hmmmmmm. get life looser...careful what you say....

What about the Vallejo police officers who went into Guy Jarreau's apartment and tore it apart, looking for a gun?! What about the Vallejo police officers who allowed Guy Jarreau to be taken to an out of county hospital with a gunshot wound to the chest?! Their officer was taken to Kaiser (nearest facility). What about the Vallejo police officer who refuses to write a police report?! What about the Vallejo police officers who LIED and said Guy Jarreau was airlifted from the alley. What about the Vallejo police officers who waited to call the ambulance to assist Guy Jarreau?! What about the footage of the officer who shot Guy Jarreau when he had his hands in the air (holding only a green cup)?! Did it grow legs and walk away?! (Hmm) What about their actions?! Yes, the Vallejo police did what they were trained to do...MURDER! I'm so glad the young man survived so, he can tell his side of the story! Because, we all know the Vallejo Police Department will cover-up the truth! They DO lie...Ask Du Bain and DeJesus! They LIED to the family of Guy Jarreau at the Public Safety Advisory Committee Meeting on August 8, 2012 (go to the city's website and watch it for yourselves) when they stated that the case of Guy Jarreau is "still under investigation/review!" But, Du Bain stated in the article from the Daily Republic (Fairfield), in May 2012, that all officer-involved shooting, from 2010, were completed and signed! LIAR! Now, where is the LETTER that YOU said the citizens can have regarding the findings?! @ Anonymous: No, they did NOT find a gun on Guy Jarreau...Please, don't believe everything the Vallejo Police Department says. They DO lie!!! Smile! Actually, the video that showed Guy Jarreau holding a gun was filmed in his apartment and NOT on the street! Why just show a portion of the video and not the entire video in context?! I know why...To justify their wrongdoing(s)!!! Did the Vallejo Police Department make everyone aware that they went into Guy Jarreau's apartment while they had the streets blocked off for several hours?! Yes, they went into his apartment and tore it apart!!! That's where they found his gun! Smile! I know you guys didn't know, but now you do!!! Check out the youtube video of the man and his wife stating that Guy Jarreau had NO gun when he was shot! The Vallejo police kicked Guy Jarreau as he was lying, helpless, on the ground! Then, they did not call the ambulance until almost 30-40 minutes later! Then, they drove him, by ground ambulance, to John Muir (an out of county hospital) with a bullet in his chest! James Capoot was PROMPTLY taken to the nearest hospital, which was Kaiser, for his gunshot wounds! Why not Guy Jarreau?! Double standard, I see! The Vallejo police is NOT innocent! They are NOT innocent in the case of Guy Jarreau...And, they are NOT innocent in the case of those two young men who were shot on September 2, 2012!!! So, I guess I can say "goodbye" to Officer James Capoot, too, right?! And, justice for Guy Jarreau continues...

Where do I send the nomination for officer of the year? Lets see....fellons, middle of the night, drug dealers, fake gun...ding ding ding case closed. Win one for the law abiding citizens.
Simple concepts.....do the right thing, be an upstanding citizen, live a fulfilling life. You don't see these people having the problems with the police.
Simply reload and let the officers get back about there jobs of taking the scum off the street.
For the family of the poor innocent "victim" that the police just shot, you are to blame. Had you taught your family member to be a legit person, to be respectful, law abiding, etc., etc., he would still be alive. Instead the family values he learned is that of being a gang banger, drug dealer, and felon. Take some responsibility for your race, your people, your brothers. Live by the sword, die by the sword.
The only tears you will see me shed are for your young people that are raised in your jaded, anti-cop, world owes me a favor mentality.

Vallejo Fan you are wrong in regards to VPD doing what they had to do. They did what they were trained to do. If one does not like the outcome of the events involving VPD then you should change the SOP's (standard operating procedures) for Vallejo officers. Or better yet follow direction, when you break the law and you caught give up. This is not the movies, when the police shoot you, you will die. I am sure the guy with the bullet in his ass is happy that he only got a bullet in his ass. Sounds like a ricochet to me. Why is he still alive, because of training the VPD received. He was not a threat so he was not abated.

Yes a few weeks ago I agreed with your pursuit for an accounting for the Jarreau incident.
But,I also believe that police policy to not divulge police names is appropriate unless subsequent investigation reveals wrong doing.
Are there some unanswered questions? Sure. Hopefully, they will be answered in the fullness of time and absent the shrill cries of perceived injustice emanating from the clan, tribe or gang.

Romero tried to pull a gun on the cops after being ordered to put his hands up?? What do you expect....why isn't the community outraged about the confirmed murders that have happened in Vallejo? An article published by the Daily Republic (Fairfield) clearly stated that Du Bain completed and signed off on ALL officer-involved shootings for 2010 (including Guy Jarreau's). So, how can a case be considered "still under investigation/review" and completed at the same time, huh?! LIARS! That's what they are! Why should the citizens of Vallejo believe anything they say?! The family of the young man who was MURDERED will not get any answers from them. They will give them the "run around" just like they are doing to the family of Guy Jarreau! Yes, they are CORRUPT! Still Some Questions
|September.06.2012
I think it's pointless to post comments that simply fan the flames. Name calling, smug references about people deserving to die, and race baiting (from both sides) is not helping to bring out positive discourse. I was shocked to see the paper's editorial today based on the positions they have taken in the past. And I must have missed the prior editorial that they referenced in today's piece. Does anyone remember what it said? But it does point to the fact that there are still many unanswered questions whether you believe the police version or not. There has been a void in communication between the police department and community for almost twenty years. It's time for this to change.

@ Memories + Psychic Memories: These meetings usually have a public comment section. I highly recommend that you distill your thoughts into a cohesive three minutes, and make your presentation. Otherwise, quite making spurious claims about conspiracies, cover-ups and the like. I also, if you're in touch with the family, encourage the sister to get interviewed and get her version of the events on the record. Any decent attorney would advise her to do so, and in fact, to do it while her thoughts are fresh in her mind. The longer she waits, the less credibility her account will have. Will this be easy? Absolutely not. Is it the right thing to do? Totally. If she needs a lawyer present, whatever. But get it done, soon. Like it or not, this is solid advice.

So many judges! The Officers feared for their lives when the suspect reached for his gun. You all act as if they should have waited for muzzle flash before shooting. Anonymous said "wild west" and my police depart?? How about supporting "your" police department and trusting they are doing what is right despite opposition from haters. I watched the Rev on the front steps of the PD steps. Who does he think he is? He is trying to hard to act as if he is Martin Luther King reincarnated without his true objectives. This guy is just as racist as he claims the VPD is...really the "Black woman created life"?? what scripture is that Rev. wanna be?? Anonymous raises some good points; although at this time I'm still more inclined to believe the police than distraught relatives. With 31 rounds fired, a period where second clips were inserted and then emptied, we do have questions. What attempt was made to determine the condition of vehicle after the first discharges? Two seconds? One? Ten? These questions will have to be answered. But, to all the complainers that Vallejo has entered a new "WIld West" phase...Guess What. That happened in the 90's with Mac Dre and the Romper Room Gang. The thug influence has become endemic in our community, and those chickens are coming home to roost. If memory serves, there was one year in the mid or early 90's when Vallejo had 30 or 31 killings during the peak of the crack epidemic. Don't think a ONE was done by the police. If someone can prove otherwise, please say so,

For the first time in a very long time (or maybe the first time), the Vallejo Times Herald wrote an editorial that actually raised questions about the Vallejo Police Department and demanded answers. Regardless of whether you think the killing of Romero was "ok" or excessive, there are alot of unanswered questions. 7 police shootings, 5 ending up in death, within 4 months is excessive. And, none of the 5 people shot and killed by the police fired a shot towards the police; some did not have a gun or a replica (ie, the shooting involving the man with the wallet, which police mistook as a gun) 31 bullets into a windshield when the man with the gun supposedly was out of the car and at times, behind an opened driver side door, raises questions. The reloading raises concerns. The admission by the Police Chief that the passenger, Johnson, raised his hands in response to the police request to do so, yet, over 2 dozen bullets were shot into the front seat, raises questions. I don't know the answers; I am not saying this was wrong or excessive by the police. But, with 7 police shootings and 5 dead in 4 months, I'm concerned that my police department is becoming a too "wild west" and brazen for my liking. It will take time to get answers; we have read and heard conflicting statements and conflicting information, so time is necessary, as always for an investigation. But for the first time, I agree with the Vallejo Times Herald editorial, with 7 shootings, we need some answers now.

Accusations of lying, conspiracies, cover-ups, dubious reports because someone else actually did the typing. Not ONE word of responsibility by either Guy Jarreau or Mario Romero for having made STUPID decisions that DIRECTLY led to their being shot. Jarreau had a real gun, which he ignorantly brandished in a publicized video the same day of the shooting, and Mario had an exact REPLICA gun which he had tucked into his waistband like any thug does. People trained and lawfully carrying firearms don't TUCK THEM into their pants. Get a GRIP with the facts, Memories. Why were the officers involved in the shooting not identified?! I can tell you why! Because, they are trying to cover up!!! The family of this young man needs to send the Vallejo Police Department a California Public Records Act Request...Requesting the names of ALL officers involved in the September 2, 2012 shooting of the young men. The names of officers are NOT exempt from disclosure!!! So, send the Vallejo Police Department a Public Records Act Request! They have 10 days to respond to your inquiries! If no response, contact a lawyer and file a California Public Records Act Lawsuit to get the names and possibly the police report! The family of Guy Jarreau STILL doesn't have a police report! But, THEY are innocent?! Smile! And, justice for Guy Jarreau continues...
My questions
|September.06.2012
No mention of the mysterious "Lofas Street Gang" that early news coverage claimed the victims were "confirmed" members of.
It is an interesting example of government economics that so much resources are applied to salary and benefits, but there is no money for basic tools of their trade for example cameras.
It was not made clear to me what caused the police to stop and question 2 individuals in a parked car in such an aggressive manner? Why were these people targeted to begin with?
Why were the officers involved in the shooting not identified?

Be careful "Salty Dog," you are beginning to sound a bit SCARED because the citizens of Vallejo aren't taking anymore LIES from the Vallejo Police Department! At any rate, I think you and your "boys" are GUILTY! The Public Safety Advisory Meeting was CANCELLED due to some "Planning Commission?!" Really?! Again, stop lying, and own up to the fact that THEY didn't want to face the citizens of Vallejo...Smile! And, justice for Guy Jarreau continues...

Cancelled on Friday?! Please! You don't believe that one yourself! And, justice for Guy Jarreau continues...Smile!!!

The only person who has access to the Police report is your mother. A lawyer who is her agent can get it also. The police cant give it to you even if they wanted to.
As to the public safety meeting your rage runs so deep you no longer hear. THE MEETING WAS CANCELLED ON FRIDAY--almost 2 days prior to the shooting

If the Vallejo Police Departmemt have NOTHING to hide then, they would produce the police report! Oh, I forgot, they are too LAZY to write their own reports! Now, that's just lazy and incompetent! And, again, the meeting was CANCELLED because THEY were afraid to face the citizens of Vallejo! Own up to it! Yes, there's a CONSPIRACY going on...And, you know it just as well...And, justice for Guy Jarreau continues...

Marc, thank you for videoing the press conference. This is the first time I've seen our interim Police Chief. He was straight forward and answered all questions, which is good. This was great to be able to watch the full press conference rather than the 10 second sound bite each news station decided to show.
Thank you.

To respond about the advisory committee cancelling the meeting for 9.5 .. this was done by the city because the Planning Commission which usually meets on Mondays wanted to move their meeting to 9.5 Wednesday, so the city staff agreed and made that move and cancelled the public safety advisory committee.

FYI: Did you know that the Vallejo police officers don't write their own police reports?! According to an article entitled,"Vallejo Police Outsource Report Writing" published on Tuesday, September 29, 2009, the police department is now using a transcription service based in Tennessee--(Nashville-McLintock Transcription and Consulting Services) to write up its police reports. The reports are dictated into a digital audio file then sent via a secure connection to Nashville-McLintock, where retired law-enforcement officials write them up. (Hmm...Any practicing criminal lawyer, whether prosecutor or defense attorney knows that this is a seriously bad idea. Police reports are used in litigation to refresh police officers' recollections of events that often happened several years back. Outsourcing the transcription will present a type of chain of custody issue in court. The question will be, is the transcription actually a true representation of that the officer said, and then is what the officer said a true account of what actually happened).---Outsourcing?!?! Is it because they are so busy MURDERING people or incompetent?! Smile! And, justice for Guy Jarreau continues...

Well, well, well, I see the Vallejo police are at it again, huh?! To the family, please do not speak with anyone from the Vallejo Police Department or the District Attorney's Office! They are all LIARS! They commit MURDER and hide behind their badges for protection! They protect their own! So, every officer-involved shooting in Vallejo has been JUSTIFIED, huh?! The Vallejo police is NEVER wrong?! They are ALWAYS right?! Please!!! Michael "Kent" Tribble, Vallejo police officer, MURDERED Guy Jarreau on Saturday, December 11, 2010! STILL, to this day, their is NO police report! Why?! What are they hiding?! What could they possibly be afraid of, huh?! Smile!!! Sgt. Sidney DeJesus and Don du Bain are LIARS! They told the family of Guy Jarreau that his case was STILL "under investigation" with NO guarantees of a timeline! An article from the Daily Republic (Fairfield), in May 2012, clearly stated that he completed and signed off on ALL officer-involved shootings in 2010 (which includes Guy Jarreau's). LIARS! What happened to the Public Safety Advisory Committee Meeting for September 5, 2012?! Why did they cancel it?! Scared, I suppose?! Yes! Smile! And, justice for Guy Jarreau continues (Department of Justice needs to step in...QUICKLY!!!)

According the the chief, the sister, who was inside the home, and who is disputing the events as stated by the VPD, has NOT made herself available for an interview by detectives. She should do this. If she is uncomfortable with speaking with Vallejo detectives, then she should contact the Solano County Sheriff or the DA's office, who are performing their own, parallel investigations, as per protocol when there's an "officer involved shooting". Either way, she needs to get her statement on the record. Come forward. But at of this moment in time, she has chosen not to do so. Any matter here will NOT be adjudicated in the court of "public opinion", where it's presently being played out.

I think the Community owes you a great deal of gratitude for taking your time to film these events.
It has helped put the events into a very different perspective for me.
