 "On an application...which states the destination and purpose as 'Vallejo; meetings,' he recalls that usage as being for a JATC conference, and states he believes it says Vallejo because that was considered the start of the conference in order to depart timely for the airport." page 16

6)"Henke states that the City 'decided to screw with us,' so the union went back to using UBL more heavily because it 'had to fight the City because they were screwing with us.'" page 11

He stated words to the effect,' In order to defend ourselves we utilized a lot of UBL to plan, design, and execute our mission, to show the public that these officials were lying.'" page 11
