A late report of the Board of Supervisors Meeting of 2-26-13

The Board of Supervisors (BOS) final vote regarding the Day Reporting Center (DRC) was a rude awakening in civics 101: 


Toto and I had parked the car in the relatively charming downtown district of Fairfield.  We blinked in the sunlight--across the street rose up a sort of Emerald City of OZ.  Before us lay polished county headquarters that squeaked clean, sparkling new buildings with groomed landscaping and spectacular fountains.  County employees dashed about in the sunshine wearing suits and ties, carrying briefcases and cellphones.   Nary a drug addict, mental patient off his medication, or menacing thug to be seen.  Clearly we're not in Vallejo anymore. 

 

We went to the Board of Supervisors meeting aware that there had been a substantial last minute outpouring of emails from Vallejo.  We assumed there was going to be, at the very least, an acknowledgement of the continuing disquiet many residents have over the placement of a DRC in Vallejo, not the least of which is that it will be the only one and would possibly service the entire county.  We thought the combined impact of public comments at community meetings, sustained citizen emails and a Vallejo city council resolution backing those concerns were now part of the equation.  We walked into the county chamber optimistic that Vallejo had been heard, concessions worked out.  We picked up Community Correction Partnership (CCP) handouts at the back of the chamber. Dismay began to set in when a quick perusal indicated that modifications in the name of fairness to our community and the establishment of "firewalls" to preserve some sense of safety in Vallejo were, for the most part, absent. 

Citizen concern is accomplished on the citizen's dime and this was a daytime meeting. It was discomfiting to see fellow Vallejo residents arriving amidst other obligations, rushing comment cards to the clerk, flustered to see Agenda Item 15 had suddenly been moved up and was underway. Switching a public agenda item on the spur of the moment in the midst of a meeting seemed ethically wrong, particularly one as controversial as the Vallejo DRC. 

Public comment: A chaplain asked that a spiritual component be added to the program.  A pastor spoke glowingly of the political process taking place in the county chambers and enthused about the rapturous wonders of Vallejo, particularly around Gateway Plaza/Six Flags.  He insisted Vallejo was a "university town" (don't we wish). The supervisors nodded, smiling, cheerfully laughing at the pastors unbridled enthusiasm.  Supervisor Jim Spering (district 3) suggested the county recruit the pastor to promote the Solano360 plan.

Next came the naysayers: Vallejo residents Ann Carr, Doug Darling, Robert Schussel, and Nate Stout spoke up in a chamber that suddenly seemed to echo as though a chasm had opened up. The pastor had been allowed to ramble well over his allotted three minutes.  When a couple of the speakers critical of the program requested extra time, they were abruptly denied by Supervisor Linda Siefert (chair, district 2).  Our newest county representative, Erin Hannigan (district 1) had virtually nothing to say deepening the void that seemed to be swallowing up Vallejo. 

Vallejo citizen Mr. Darling opened his comments with "realignments brings with it an awakening from Vallejo."  He stated that "there will always be a disconnect between the CCP/BOS and us...you are paid and we are just trying to live in the community."  He stated that "most Vallejoans understood what the DRC was all along--we didn't need to 'learn' it."   Mr. Darling noted that in regards to the name change from Day Reporting Center to Center for Positive Change, "the address of the Ohmega Boys and Girls club in Vallejo is 'One Positive Place.'  When I think of a positive place I think of the Ohmega Club--kids."  He continued, "it's a correction office (the DRC) and that's what it should be called."  Dr. Schussel pointed out that "the people that are asking for approval are county employees (CCP) that don't care about my community" and that the BOS "ought to thank us for the improvements" (sadly, for the most part, not implemented).  Dr. Schussel stated that for the last three CCP meetings he "asked for the criminal history of non-non-nons" and that this information has not been forthcoming "even though its in the files and the county has a full-time researcher."  Ms. Carr eloquently spoke of the many issues raised by placing a test program in our troubled city.  Ms. Siefert responded that she was offended by Ms. Carr's comments, stating that "to say we (the supervisors) were behind on facing the challenges (of AB109) is a misrepresentation." 

The effort to create "externals," (a term Vallejo City Manager Dan Keen used to describe the stream of outside events 
that are unimaginable or unavoidable and demand reaction on the part of city hall) one step up the food chain at the county is an even a bigger challenge than at our own city hall.  The plush chambers of the county seemed to only widen the gap between residents and the "public servants."  The insulation around these career politicians feels thicker. One sensed an underlying indignation in statements/responses from county officials intolerant of having a "public" in their faces.  The board of supervisors made the most implacable of our own city council members seem warm and fuzzy. 

After the public comment session each of the supervisors took turns taking swipes at the the concerns of Vallejo.  Mr. Spering stated that "most of the objections are what people think is going to happen."  He added "we're not here to solve all the problems of Vallejo--the voters caused the problem--you need to go back to your city and clean up your own house!"   Mr. Spering rhetorically asked "do we need a program up in Fairfield?  Absolutely.  Can we do it by tomorrow?--I don't think so!" (an odd lack of reassurance in-spite of nearly a million suddenly added to the CCP budget).  He stated that the county "heard what you (Vallejo) said, we just don't agree with everything you said."  Supervisor Skip Thompson (district 5, vice chair) stated "its been a painful public process."  He added, "when I cast my vote I'm doing it for Vallejo!"  Ms. Siefiert stated that "if we made a mistake (about the Vallejo DRC) it was because it was a no brainer--such a positive thing for the community." ....hurray... 

So here in Vallejo, if we only had a brain... The vote was 5 to O in favor of the Solano County Center for Positive Change. 
Lesson learned: if you object to a dish being served up by the county be prepared to feel like you were the one that was butchered for the meal... 

Later that evening we attended the Vallejo City Council meeting (2-26-13). During the public comment section before the action item, the Vacant Building Registration Ordinance, one of our neighbors, a former resident of Detroit who had witnessed that historic city's sad, horrific and ongoing decline, spoke up about the massive harm squatters are causing our community and the lack of response by city officials.  He ended his account and plea with this prophetic quote: "the only people who will benefit are those who will profit from our decay."  Makes one wonder about city officials that subsidize out-of-town investors through the vehicle of 'affordable housing,' who bizarrely turn a blind eye to desperate neighborhoods overtaken by squatters, and who probably wouldn't have blinked about a Day Reporting Center coming to this city if residents had not staged what was essentially a revolt... 

Residents of Vallejo are doing just what Supervisor Spering suggested--we're cleaning up our own house.  We are, as a community, creating "externals,"--the unimaginable idea that citizens do more than merely vote and blithely go on with their business while trusting public servants to do what is best for our city.

The Board of Supervisors played make-believe with the DRC vote: "Let's make-believe that we considered community input from Vallejo. Let's make-believe that Vallejo has adequate police and services to support the DRC. Let's make-believe DRCs work, despite the incredible rate of recidivism across all studies."

Spering won the prize for dismissing the public with his comment that opponents to the DRC are only concerned about what we "think" might happen. Hmmm, how might Vallejo escape the recidivism rates experienced by ALL DRCs, much less one in a town with cratered
services? His comment that Vallejo voters created all of Vallejo problems still enrages me. In parallel, if voters are all-powerful, does that mean we also created the contempt you show for the public Mr Spering? In the private sector, someone who showed such contempt for clients and stockholders would find himself demoted if not fired.

The Supes were able to get away with their make-believe game by holding off their vote for "public input" -- but after one hearing, NONE of the Supes showed up to the 2nd hearing to hear the input in person. Then, the CCP gave themselves a passing
grade on the 2nd hearing -- nice work to be able to evaluate yourself, and dismiss all public input to the contrary. If you read the DDP's report on the 2nd hearing, they apparently attended a different meeting from the rest of the public. Since the Supes weren't there, they had plausible deniablity about what really went on at the meeting. "Everyone's happy, let's put the DRC in Vallejo."

Pretty much the entire DRC "outreach" has been an exercise in misinformation -- exemplified by the attempt to name the DRC the Center for Positive Change. Wow, move over George Orwell, who
needs fiction? The very best thing to come out of this has been the acidly witty comment that they should name the project the Fuzzy Unicorn Center. Bamm!

We are practically un-represented in County Government even though We contribute the most resources how about We split the County north and south, Vallejo and Benicia would be south Solano all the rest north Solano
or just suseed from the County altogether We would be fat Cats with all that tax revenue kept in Town the up-County GOB's could fight over the scraps
while We live large .
Much of County services could be outsourced it is a duplicative overgrown out of control and outdated black hole sucking our tax dollars certainly one with huge room for down sizing starting with Supervisor compensation that they spiked without
voter approval . The next Candidate that runs on a cut the fat platform will win

Question: how can the Solano County voters reduce the pay and benefits of our Supervisors? Is there a charter we can change with a vote of the people? They seem to have way too much control over their ability to pad their own nests with no public say.

Nobody should be surprised at Hannigan's behavior. She is exactly what she was on the city council. SHAME on her for not speaking to HER CONSTITUENTS about her support of the DRC. SHAME on her for letting her new colleagues smack talk Vallejo without standing up to defend the city SHE represents. And DOUBLE SHAME on her, of everyone up there, for not even asking for money for more police officers for Vallejo. She is disgusting and her cloying insincerity makes me want to puke. Weights and Measures? Are you freaking kidding me? Is she in freaking Mars?

The CCP at least heard Vallejo and maybe
read VM Gomes' resolution because there is now funding for one police officer. No thanks to Shammigan or No-Seefert. We need to watch these people now. Damn, more to do.

Why does this feel like Vallejo has been "had"? It appears that public input, to the likes of Ms. Seifert and Mr. Spering, is an inconvenience that one must suffer through; a tedium to endure. Pesky voters, unruly and loud citizens. Dang them, anyhow. Freaking nuisance.

So. Did Vallejo get even ONE more deputy Sheriff assigned to our jurisdiction as a consolation prize?

If memory serves, Ms. Sieferts' recent campaign was well lubricated with union democratic party oil. Glossy flyers, mailers, internet ads, the works. Now, after the dust has settled her stewardship
doesn't smell so beneficial to this blue-collar, working class burg.

Last year gave us the poorly executed re-districting; with it's messed up polling place shuffle. That event itself was a county-caused voter dis-enfranchisement; which turned voters away from polling places, confused and frustrated. I saw it happen to others. It happened to me. The very government that supposed to ensure our rights funked them up. Hello? Grand Jury?

It this point, one has to give Vice-Mayor Gomes props for trying, via the resolution, to at least provide some COV push-back. Come the vote on that item, seems
like a couple of seats didn't even want to go that far; cautioning Vallejo's good folks to just sit tight, simmer down and chill. *Right*

Yes KV records mean little in today's political climate I cite hannigan as evidence of this , seems it is the lesser
of evils or the one with the biggest wallet that wins . There is hope ! first time Candidate Katy pulled off a remarkable finish She would be hard to beat in any future race ! . It is so often the spoiler/s that determine election outcomes had Tony finally retired Katy probably would have won. Tony had skin in the political game for decades it is too bad he did not think
about future generations needs to have functional representation in local Govt

Did not know Ms. Seifert made housecalls,(what a terrible waste of a good pie!), Mr. Messina did. I found him an interesting candidate worthy of my vote, whereas Ms. Seifert struck me as disconnected, at least with my District.

I am not surprised that the Adult Head Start Program and associated building passed the BOS. (Very good report, Ms. Stout)
If anyone thought that Hannigan would have voted against this, I would like to sell you some Dredge Ponds on M.I.

Anyone that can zip their lip about an issue as important as this for a year, without even mentioning it to the people she was
representing at the time and then does get elected despite the division created, it makes me wonder what other yarn this Rumpelstilzchen will spin?

She desperately wants to belong and will continue to please the others on the dais. I bet ya, Ms. Hannigan already has her eyes towards some chair warming positions higher up on the food chain.
The statement she made when she entered the CC race said it all: Politics runs in my blood.
How true! With the reputation attached to politicians , not exactly something to emulate and be proud of.

Seifert is about 64, so when her term is up in 2017, she'll be 67 or 68. 50/50 chance she won't run again or may run for 1 more term, based on age.

Seifert has turned into what she ran against 4 years ago and treats Vallejo citizens poorly, just as she claims she was treated by the prior supervisor she replaced.

She ran without any record, never having run before, but claimed she would change the way business was done on the board. She is now a problem.

Too bad.

Yes she is almost 8 years in but I have to wonder if her giant ego will allow her to step aside. Worst case she would still walk precincts for her successor, and I relish the opportunity to spoil her La Femme toupee with a nice pie to the face.

We have devolved into a "something" is better than nothing society relying on milk toast beige staff that can only pick the low hanging fruit . This is not a terminal illness , however long term it can be cured . Ironic isint it that on this very site most of the problems and many solutions to this DRC fiasco have been shared yet County staff and supervisors "just dont get it" Most in Vallejo want a functional effective program that does not contribute to more crime/victims . They made a political blunder by assuming we are a bunch of bumpkins now they are ****ed off due to
the higher level of intelligence they have encountered and can only stay their course . The design of county HQ is screwed up they left out the oversized
sand box and monkey bars .

your statements imply that any candidate for supe would have a record to own up to. not necesarily. seifert didn't have any record. certainly not any record in vallejo. she didn't know a thing about vallejo when she decided to run the first time and i sincerely doubt that she knows much more after her years in office. did you ask her your questions? or hanigan? i bet not.

Vallejo is at a disadvantage. Any "candidate" from Vallejo will have to own up to the Vallejo voters their record on Vallejo issues... like what did you do for Vallejo on Mare Island business potential, getting the Pentagon to speed up Mare Island cleanup, and the South Vallejo "food desert" and business development problems, for example. District 2 voters in Vallejo will be saying, why should we elevate you to County, when you have no track record on those local issues? Besides, Linda Seifert will be 8 years in, probably not want to continue due
to her age, and is probably grooming her own favorite person to replace her, most likely from Green Valley/Cordelia or Benicia anyway.

Siefert does not like Vallejo. When Councilmember Gomes was considering running for BOS, Siefert refused to endorse her because Siefert was concerned what that may do with Unions endorsing her and giving her money. She obviously cannot win her BOS seat(nor can anyone) without the support of the Vallejo District 2. Benicia and Green Valley alone won't do it (see last election with Messina). Anyway, she is a fake. She claims she wants to "Know" the issues and cares about us, and wants to make sure we are treated with courtesy and respect before the BOS, and she claims she wants
transparency, but she is NO DIFFERENT THAN THE OTHER BOS players. This is a full time, paying job, - almost $100K a year with full family benefits, and Pension. She treats it as such and CANNOT STAND HAVING PEOPLE DISAGREE WITH HER. She was rude to Vallejoeans at the Fairground meeting on DRC last November, she basically has snubbed the city council because of the resolution and bad mouthed the city, citizens and council that we just "don't understand" what the program is, and implying we need to shut up and sit down and just listen to her... that this is "good for
Vallejo." Hannigan is useless - always has been in the city, and don't expect different on the BOS. And the other three supervisors don't care in any way shape or form about Vallejo except as a dumping ground and place to transport criminals and county ####s for affordable housing. NEXT ELECTION, let's get rid of both Seifert and Hannigan. Now is the time to start.

i say find a good candidate to mentor and support and take seifert out. i didn't like or trust her from jump. she will have eight years too many in my opinion.

Barbara K is one of the strongest proponents of the affordable housing organizations/government committees that are "one" region, and forcing numbers on us. Barbara K assisted for decades as she sat on BOS to "fight" for affordable housing wihtout any consideration on what that has done to our city.

We need to write to our Supervisor Seifert and complain. WHen she ran the first time 5 years ago, she was running against a guy who had been on the BOS for over 12 years or more (can't even remember his name, but a guy who did not care about Vallejo and would not listen when the public spoke at BOS meetings. I met Linda when she first ran in 2008 and spent a lot of time talking with her about the why she was running.

She had been a part of a group of citizens living in Green Valley with concerns on multiple issues that needed to be addressed by the BOS and she said she was tired of feeling
as if she was not heard at the meetings, no consideration, no transparency and she wanted to get sit as supervisor to change that and give the voters a person who they knew would listen, be courteous and transparent.

She has failed us 100%

And Hannigan? She did not even open her mouth or respond to Sperling's rude commens? She is pathetic.

BK did fail us on the DRC.... BUT, she spoke up, she organized the public meetings, she accepted the anger and the blame. Seifert was defensive and then insulting, Hannigan was a complete and utter silent failure.

Erin, whose district the DRC happens to be in, had nothing to say??? Didn't she campaign on "I'll work for Vallejo"? Subtext: "I'll stick it to Vallejo................" (i.e. ciimb over our dead body).

Unfortunately we now need to keep a very close eye on the County, now that Barbara's retired. She was the only one who stuck up for us in Fairfield.

say what you will about barbara kondylis, but this is the kind of crap she had to deal with. i know, i know. she failed us on the DRC, but very litle else. now we have no protection. linda seifert and erin hannigan don't give a fig about vallejo. both are elitists, especially seifert. st least hannigan has to live here.
bravo, marc. good article. and thank you to those good citizens who attended the meeting and spoke out for our community.
