Presentations and Commendations
A)Proclamation declaring April 20-May 1 2009 as Public Schools Week
B)Proclamation declaring April ad Child Abuse Prevention Month
C)Proclamation declaring April 14, 2009 as Arbor Day in Vallejo---Sarah Nichols of the Beautification Advisory Commission presented Mayor Davis and James Nichols (Vallejo's new maintenance supervisor) each with a golden shovel award. Last time I checked, the 'ol golden shovel had a different connotation...but oh well. Nichols proclaimed her goal of making Mayor Davis the “most green” mayor in the Bay Area. I guess if he finds a way to grow the kind of green we can put into the budget, he really will deserve an award.

The following is an audio podcast from the California Society of Municipal Finance Officers 2009 Conference. Mayor Osby Davis, Finance Director Rob Stout and bankruptcy attorney Charles Sakai speak candidly about employee wages and the fiscal issues facing Vallejo. Vallejo is referred to as the "proverbial canary in the coal mine" by Janet Salvetti acting Director of Finance for the City of Stockton in her opening remarks. Worth a listen.

High Paying Jobs that Require Only Limited Education
How The City and Safety Unions have Limited Educational Requirements for Fire and Police
4/11/09
By Robert Schussel, Ph.D
The purpose of this article is to illustrate the minimal educational requirements for Vallejo Police and Firefighters and why these minimal standards end up costing the taxpayers a bundle.
As can be seen on the two tables below, educational requirements for firefighters and police tend to be minimal. Until a person reaches the rank of captain in the Vallejo Police Department, only a POST (Peace Officers Standards and Training) Basic Certificate or its equivalent is required. A similar situation exists for Vallejo Fire Department. Until the rank of Captain is reached, only the completion of the Apprentice Program and the Acting Firefighter Course is required.
While various experience requirements for promotion are also listed, no mention is made how these experiences are evaluated. For firefighters, required performance reviews ( prior to a promotion) have NOT occurred in 20 years.
