VIB Brings LAWBREAKER POLICE UNION to JUSTICE
VPOA to pay $12,210
for violation of financial disclosure regulations

On September 1, 2011 VIB published the article ABOVE THE LAW by retired CFO Paul Norberg. An extensive string of FPPC (Fair Political Practices Commission) reporting and disclosure violations by VPOA (Vallejo Police Officers' Association) and several other PAC's (Political Action Committees) were exposed and brought to the attention of the public as well as officials.
Now, the first in what is likely a string of fines has been imposed by Vallejo City Clerk Dawn Abrahamson. The fine levied on VPOA, which could have been as high as $24,420, is largely based on violations of Government code sections pertaining to “Avoidance of Disclosure” (sec. 18247.5) and “Late Filing” (sec. 91013). Additional fines fall under the purview of FPPC and are under consideration.
When officials in other cities throughout Solano were contacted for input as to their handling of similar incidents, they universally expressed surprise and indicated that extensive violations of this sort had never occurred in their respective cities because of checks and balances within their municipal procedures. In Vallejo it took citizen action to maintain vigilance and VIB to facilitate legal compliance on the part of our police.
Without Paul Norberg's article, Vallejo's police union would have gotten away with their crimes.
