8/8/12 -- Daniel Carver was shot and killed by an unknown assailant in Vallejo five years ago today.

A small group gathered on the steps of the Vallejo Police Department this afternoon. His family says they have recieved little communication from Vallejo PD. "Total silence isn't cutting it," says his father.

Janice Allen Carver's mother is starting a support group to help others suffering with similar tragedies. Interested parties can reach her at :(707) 430-3463.

The Zodiac Killer was an Air Force member who had numerous California assignments at some or all of the following AFB's: Travis AFB, Vandeberg AFB, March AFB, Arnold AFB, Castle AFB, George AFB and if the California DOJ did some investigating they would be able to solve the Zodiac case.

Mrs. Allen, it's a shame you and your family haven't gotten any response from the Vallejo Police Department regarding your son's murder! Five years have passed and still NOTHING?! That isn't fair and something should be done about it!!! Please, continue the fight for justice for your son and don't stop. You and your family deserve answers! You and your family could also express concerns at the Citizens Public Safety Advisory Committee Meeting in the City Hall Council Chambers! Also, send your complaint(s) to the California Attorney General's Office (Kamala Harris). Put pressure on the
police department and DA's office to give you and your family answers regarding your son's murder. Five years is too long to go without answers! Whatever you do, don't allow your son's murder to be swept under the carpet. In Vallejo, that's an easy solution for the DA and the police department!!!

I know you have been thinking about the case of Guy Jarreau! Everyone has...Why don't the incompetent DA and Vallejo Police Department think about getting out of town?! The citizens of Vallejo don't need people and departments like this to continuously bring down the city. All they do is lie to protect their own! Just because a person wears a badge doesn't make him or her above the law!!! Yes Memories, I've been thinking about this case and Guy Juerreu. Why don't you and your family think about getting out of our town. Our young black and brown kids see enough gun play, enough violence in movies, on the street, in the games; Guy was adding to the culture of gun violence and gun glorification. Guns offered up as some kind of advice to the younger brothers.

Bull.

Get out of our area with that nonsense, we don't need it or want it here.

If you were listening, you would've heard how Mr. Du Bain and Mr. DeJesus attempted to cover their tracks by stating the case of Guy Jarreau was still "under investigation/review!" If the shooting was justified (according to their findings), then why not produce the police report or even the letter they said that can be given to the family regarding the investigation upon completion?! Because, according to Mr. Du Bain, the investigation was completed some time ago!!! Let us see if they will produce the letter! The family of Guy Jarreau need the police report and the letter of
findings from the COMPLETED investigation, promptly!!! And, justice for Guy Jarreau continues...

If you listened to the Ad Hoc Committee you would have heard that the familiy lawyer could have access to the Coroners Report.Either they have an incompetent lawyer or the family members are not communicating with one another.
Until the facts come out I will withhold my judgement.So far it sounds like both sides did things they should not have.

Didn't the police department make everyone aware that the video they posted online was actually taken a week or two before the incident occurred?! Why was there no sound on the video?! Why don't the police release the entire footage, in context, so the citizens can judge for themselves?! Remember, there was footage that showed that Guy Jarreau had a green cup in his hand when he was shot! Where is all the footage?! Where is the all the equipment for those young men?! Has it been destroyed?! The police can not seem to find it! What are they attempting to cover-up?! Again, why did Mr.
Du Bain and Mr. DeJesus lie and said that the case is "under investigation/review" when it is not?! The police is not innocent! Why won't they take responsibility just as well?! They lie! They did so at the meeting so, why should the citizens trust them?! Huh?! And, justice for Guy Jarreau continues...

RE: Guy Jarreau - I do think that if perhaps the details are part of a pending legal case, then no comments may be necessary at this time. But: I can state, from the videos posted online the day of the shooting by Jarreau himself, that he was showing extraordinarily bad judgement. Guy clearly brandished a handgun, and exhorted viewers to "watch out", be cause "he don't play". This machismo nonsense set the tone and stage for the tragic events later that night. Also, Jarreau and his crew did not notify the City or the VPD that they were filming a segment, involving actors, and
that no real crime was occurring. This also set the stage for arriving officers, who must make an immediate determination as to what's going on, based on visual evidence. At some point, the family must assume some responsibility for Guy's actions in this disaster, and realize that he could've made different choices which would have affected the outcome. One can't place all of the blame upon the police. In fact, one thing police departments nation wide must struggle with is having undercover agents identified during a bust or raid, as officers in civilian clothes sporting weapons can be
confused with the bad guys during the tense moments, and get shot themselves. Such things do happen.

Here's my take of Wednesday night's meeting: The police refuses to give the family of Guy Jarreau the police report because they are trying to cover up the fact that the officer(s) who was/were involved in the shooting allowed Guy Jarreau to lay on the ground for over 40 minutes before calling for an ambulance and an additional 35 minutes before loading him into the ambulance. Then, he was transported to John Muir, by ground ambulance, where he later died. But, officer James Capoot was, promptly, taken to Kaiser for his injuries because John Muir was "deemed to far!" Yes, if I was
this "SLOPPY," I would not give up the police report, either. Also, witnesses, on Youtube, stated that he had a green cup in his hand when he was shot. Remember, witnesses stated that the officer who shot Guy Jarreau was wearing plain clothing and and just jumped out of an unmarked police car and shot, twice, into the alley without any warning(s)! Again, if I engaged in this type of thuggery, I would not produce the police report, either. And, they lied about airlifting him from that alley! My guess is during the time the police had the streets blocked off, they went into Guy
Jarreau's apartment and searched for anything they could find to help them cover-up their lies. After all, Guy Jarreau's mother did state that his apartment was in total disarray, you know, his bed was broken in half, his mirror was shattered, etc...Again, why did Mr. Du Bain and Mr. DeJesus lie to the family and the citizens at Wednesday night's meeting?! The case of Guy Jarreau is NOT "under investigation/review" if they have concluded that the shooting was JUSTIFIED!!! So, why not give the family the letter stating their findings?! There's a cover-up going on, but they want the
citizens to trust them?! Please!!! Why LIE if you have NOTHING to hide?! And, where is that police report?! It has only been since December 11, 2010! That should' ve been ample time to write one! It is not that difficult unless someone is attempting to hide something! That is my take of the meeting! Okay, I am done! Good day and justice for Guy Jarreau continues...

Here's my take from last nights meeting. The family got the report, we all got the report and then we all got confirmation of the basic events. The kid had a GUN in his hand, someone called the police, the police responded, engaged the kid and when the kid did not comply with the officers instructions the kid was shot. Sad incident for sure.

The family prepared to take legal action against our employee, the police officer. At that point the details and evidence in the case falls into a legal structure that the plaintiffs and accused have to work through. I'm not trained in the law but I
understood that the family is now a legal opponent of the taxpayer and seeking a monetary judgement. How much money are we going to ask to pay out? I don't believe the taxpayer is liable. If this was an innocent kid, then why did the family allow him to run around in an alley with gun?

Mr. Du Bain as well as Mr. DeJesus stated at last night's meeting that the case of Guy Jarreau was "still under investigation/review." How can that be when an article (Probe clear police in recent officer-involved shootings), by the Daily Republic (Fairfield), on May 20, 2012 clearly stated that "Since 2007 Du Bain and his predecessor, David Paulson, have concluded that each officer-involved shooting was justified. Du Bain signed off on the completed officer-involved shooting investigations since 2010. Paulson signed off on the other six between 2007 and 2009." Again, how
can a case be considered "under investigation/review" and "completed" at the same time?! Someone is trying to cover-up something!!! The article clearly stated that "Since 2007, Du Bain and his predecessor, David Paulson, have concluded that each officer-involved shooting was JUSTIFIED." If they have drawn this conclusion, it's obvious that the investigation for Guy Jarreau has been completed. Remember, Du Bain SIGNED OFF on the completed officer-involved shooting investigations since 2010! Guy Jarreau was shot and killed in December 2010!!! So, therefore the case
of Guy Jarreau is NOT "under investigation/review!" Mr. Du Bain and Mr. DeJesus lied to the family of Guy Jarreau as well as the citizens of Vallejo at last night's meeting. What are they trying to cover-up?! Why LIE if you've done NOTHING wrong?! Also, the article stated that "A check of court records reflect no wrongful death lawsuits or other civil litigation have been filed against officers or their departments for any of the shootings." Again, how can Mr. DeJesus or Mr. Du Bain state that the case of Guy Jarreau is "under Federal Litigation" or "under
investigation/review" when a check of court records reflect no lawsuits or other civil litigation have been filed?! Sloppy, sloppy...Very SLOPPY!!! And, justice for Guy Jarreau continues...

Should such report not be public domain at some point? Seems to me that any interested party should be able to go to the police and request and GET a copy of any reports....kinda falls under the catagory of free and transparent society and supports the notion of mutual trust.

....or is it the ole "I can't comment on that while it is still under investigation" obfuscation....five years later.

I am not seeking justice for Carver or Jarreau. They are past that point.

But for the living and those who value peace, order and civil society, the refusal or inability of the local police to release a report on these deaths is unacceptable....and the longer it takes to shed light, the less confidence this community will have in its defenders of the law.

Smarten up VPD...you owe something to this community....something any prepubescent child has already determined- trust.

Wharf Rat is correct on a couple of critical points. Responsible firearms ownership requires locking them up when you're away from the residence. That's part of the deal. A part, I might add, that no less than Tony Pearsall got burned by at his home a few years back, loosing, if I remember, both a revolver and the gifted pistol given to him at retirement from his fellow workers. So, it can happen to the best of us. If some schmuck manages to steal my prized Carver Amplifiers or equally prized Altec Lansing speakers, the worst they can do it trade them for drugs or hawk them in some fashion.
The perps can't hold up the "Stop 'n Rob" and kill some poor clerk. Secondly, the police here in town can only act upon tips if the citizens report what they see. Now, to be honest, since the departure of WIlliam Powell from Vallejo's staff, and the bankruptcy staffing reductions, the general responses from dispatch have been, a little too often, as if they're bothered that you even called, Instead of "we'll be right out", it's challenging "what makes you think that" or "how do you know". This does need to change, both from a community relations standpoint, as
well as catching the criminals in the act. But, do continue to inform the police, it can only help.

Five years and still NOTHING?! This is unacceptable by the Vallejo Police Department! It's been almost two years for the family of Guy Jarreau and still NOTHING!!! No police report...NOTHING!!! We DEMAND justice for Daniel Carver and justice for Guy Jarreau!!!
