It seems that the tactics outlined by Ron De Lord in his "Circle the Wagons" article have been used in the City of El Segundo CA as well. Same scare tactics. Buy the election. Buy the city council. If you think Vallejo is alone, think again. The iron grasp of manipulation by the PSU's or any other special interest group must be broken. A city government must work for the citizens--not the special interests--It is the only way. Viva Vallejo.
