A Word with Vallejo's Water Superintendent

Erik Nugteren, Vallejo's Water Superintendent, may not be the most popular guy in town these days. Nobody wants to pay more for water...but is the proposed increase in water rates for Vallejo residents necessary? Is it fair? What will it mean if the increase is not approved? Here are some words from Vallejo's Water Czar:
