Richmond Court Decision Raises Questions
Managerial Prerogative Protected

In a court decision earlier this month California courts found that the decision of the City of Richmond to lay off employees, specifically public safety, is a protected right of management. Vallejo is mentioned in the release below. Richmond, unlike Vallejo does not have binding arbitration in their City Charter. The arguments made in the Richmond case are essentially the same as those made in the arbitration decision regarding minimum staffing that the City of Vallejo lost.
