Assembly Bill AB 155 seeks to make it more difficult for cities to declare bankruptcy.  It would require approval by a state board before a city can file for chapter 9 bankruptcy protection.  The bill is co-authored by California State Senator Pat Wiggins and is being backed by the public safety unions.  It is safe to say that this bill would remove local control from cities. Here is video of a hearing on the bill in Sacramento on April 22. Includes commentary from Mayor Osby Davis and IBEW Vice President Ken Shoemaker.
