I Love Vallejo   |May.13.2010 well i just voted YES on A and I made sure I did NOT vote for Michael Wilson as he has proven to be a weenie. also made sure I did NOT vote for Noreen Evans who also is ridiculous and has burned her bridges here in Vallejo. those were the three most important issues to me and although I did fill out the rest of the ballot I needed to hold my nose a few times.

John K   |May.09.2010 Anon, I think you will find compelling evidence that links BA to many budgetary problems. BA can be linked to excessive employee pay and benefits. BA is linked to problems with budgetary priorities, as in San Luis Obispo. The "ubiquitous economic downturn" has many contributing factors, but there is compelling evidence linking BA to Vallejo's bankruptcy.

Money Machine   |May.09.2010 The reason most of the Binding Arbitration cities are in the Bay Area is that Alan Davis a lawyer made a profitable career helping unions in the Bay Area get Binding Arbitration. Vallejo has one of the worst types of Binding Arbitration called baseball arbitration. After final offers are made the Arbirator choses one of the offers. He/she does not have the power to make any compromises or changes. The Unions have learned to game the system by putting a large number of provisions on the table. Typically the Arbitrator will try to award half of the decsions to each side.This allows the Unions to get more rulings in their favor than typical arbitration . The Unions have also rated the Arbitrators which they use to help make their intial choices. Although an initial list of 3 Arbitrators is selected each side can throw out one of them. Typically the remaining Arbitrator is one that tends to be more sympathetic to the Unions. One potential solution is to have 3 arbitrators instead of just one. One is selected by each side and the 3rd person must be approved by both sides. Although Arbitrators are required to take ability to pay into consideration this has not always occured. In fact our current Bankruptcy was in part percipitated by the Arbitrators decision to keep minimum staffing (the City had to keep 28? firefighters on each shift). VOTE YES ON A

The City of Hayward recently hired several Vallejo Police Officers, they had not done hiring for a few years as they had a budget crisis which they supposedly got a handle on. They hired quite a few officers from thoroughout the Bay Area, its a good thing too, because ever since they hired more police officers (beginning of this year) their homicide rate has sky-rocketed. They had 7 homicides for 2009. So far this year I believe they have have hit 14 homicides (they had a homicide 10 days ago, and two homicides yesterday.) I would say the media should be really focusing on what is going on in the City of Hayward, this sounds like their police department is completley over-whelmed, wait unitl this summer...

There will be many more battles to come, between all groups, so it's important to pick the right battles to fight. I've seen no compelling evidence so far that links BA to the wider and now ubiquitous economic downturn.

John K   |May.08.2010 Anon, from lack of evidence, Hayward may not offer any valid deductions at this time, but I have little doubt that when BA comes into play, it will have a negative impact on Hayward's budget priorities. Richmond without BA was able to balance its budget and avoid bankruptcy. Vallejo, with BA, was not. Not proof, of course, but that is an indication of negative influence of BA.

John K   |May.08.2010 ANON: San Luis Obispo lost a big BA ruling where the city offered 19% and the arbitrator awarded 28%. SLO had to divert funds from other programs in order to make up the difference, even though voters had approved a special tax to pay for those other programs. In the Good Old Days, it was an easy choice for voters when police or firefighters said something was good for the city. It was easy to believe that teachers knew a lot about what was good for the city, too. But that changed when these employees became unionized. They have become special interest groups, organized to get better salaries, benefits, and working conditions for the union members. Police and fire fighters no longer make recommendations solely for the good of the community. The union interests come first, trumping the needs of citizens and taxpayers. The simple fact that police, fire, and maintenance workers - all three employee unions - want to keep binding arbitration in the city charter is proof enough that BA is really good for employees and really bad for citizens and taxpayers. If you are a city employee or family member, you'll want to keep binding arbitration to give yourself an advantage over the majority of Vallejo's citizens. But if you don't work for the city, you'll get a much better deal by voting YES on Measure A to remove binding arbitration from the city charter. ANON: Tell me more about "if the State Assembly does not like the way a City is handling the negotiations, they can change their Bill." When has the State Assembly ever interfered with a city using the Meyer-Milias-Brown Act?

Like Gilroy/San Luis Osbispo. Do you know how much they lost, vs what the ciy offerend? It would be interesting. Also, I think you are incorrect as to the State governing us. If I am not mistaken the Meyer-Milias-Brown Act, is a State Assembly Bill that gives the City Council final arbitration authority in case of impass for a one year increment and if the State Assembly does not like the way a City is handling the negotiations, they can change their Bill. John K   |May.08.2010 Anon... BA can be definitely a factor in determining "financial health" of a city. When Richmond was near bankruptcy, its unions made concessions that allowed Richmond to draft a balanced budget. But without BA, Richmond would have simply laid off enough employees to control staffing and avoid bankruptcy. Vallejo was not allowed to control staffing in 2007, and the BA decision cost $4 million, resulted in burning off the reserves, and eventually going bankrupt. Union concession offers were too little, and too late. BA appears to be a factor in determining budget spending priorities, but total financial health may have other contributing factors. Due to vibrant economies and good planning, some cities have a lot more in reserves. Vallejo Police and Fire would never allow Vallejo's reserves to be held back during BA proceedings. Henke said if we tried to exclude the reserves, it would "gut the binding arbitration process." So Vallejo always had to put its reserve funds on the line when the unions were looking to see what the city could afford to pay.

John K   |May.08.2010 ANONYMOUS: I think the majority of those 22 are having problems because of BA. We know that Gilroy and San Luis Obispo have had a lot of their revenue hijacked by BA. Other cities cannot control their budgets because employee costs are decided by BA and city leaders cannot touch them. And there's no incentive for the union members to make concessions because an arbitrator would maintain the status quo, or add to the mess like the mind-boggling 28% raise given to San Luis Obispo Police by an arbitrator. The State Legislature does not "govern" the other 95% of cities. For labor relations they use the Meyers-Milias-Brown Act.

Santa Rosa is in a real hurt right now (yes their major proudly said in a council meeting a few years ago "we will never be like Vallejo, you know what they say "pride goeth before a fall." Napa is 10 million in the red and free-falling. Oakland is in the toilet and wants a tax increase, ha! San Francisco is in ruins, ruled by Newsom the "queen/king of denile." Gotta love the affects of Binding Arbitration. YES ON A!!!!!!!!

It defines Water Treatment, its worth reading. Having not seen the Berryessa redevelopment plans, i would only say that water contact sports are a highly recognized "beneficial use" of that Lake. A battle based on drinking water wont go far, they can treat the water, it is as simple as that. Now if you had data showing the the added negative impact on fish, turtles, birds, algae, macroinvertibrates, red legged frogs, yellow salamanders, cash crops, native plant species, etc, thats a different ball game, even then its not a winning ticket. I dont know much about Moths, other than they dont stay on the hook very well. Your talking about an attempt to temporarily erradicate an invasive and destructive species, it wont get done organicly. Its no different than death being an acceptable casualty of war (in the eyes of the government) If they were your crops you would want them protected, wouldnt you? The EPA, SWQCB and Dept. of Agriculture will allow controlled efforts for the purpose of erradication of said species and protection of crops. In this case, a little more contamination in an already contaminated Bay is the lesser of 2 evils, as terrible as that sounds it is inevitable.

Doug Darling, Do you know anything about our source of water from Lake Barryessa? Can Vallejo protest the re-development to turn Lake Barryessa into a playground of motor boats and water craft that will polute our good source of drinking water? I believe the operators have been sued in the past for allowing raw sewage to run into the lake. Napa Co most likely doesnt care, as they are unable to draw water from the lake, as they did not help pay for the Monticello Dam when it was built in the 1950's. Napa is suffering, as they did not plan long term for water, the locals have a funny saying "dont drink the water." Ah well, "let them drink wine." Folks in Vallejo and other cities should be very concerned what is going on at Lake Barryessa. We should also be very concerned at what Napa Co. is using to kill the two different types of moths that are attacking the vineyards as all the chemicals end up in their silty run-off that flows to the Napa river and then into the Carquinez Strait. The majority will attempt to swindle the citizens with higher taxes for unsustainable promises. Its not enough to be fighting every day in your own backyard, but remember what they said "ca-ca runs downstream." Pay attention, read the papers find out who has "lobbied who" in adjacent counties.

Pay attention to upvalley shan   |May.05.2010 Napa Co. has given a contract to developers to re-develop the Lake Barryessa area for lots of recreation. Lots of jet skis, motor boats, pleasure crafts and the like. Lake Barryessa is one of the main drinking water supplies for Vallejo, in fact Vallejo gave quite a lot of money in 1957 to support the Monticello Dam which helped form the resevoir that supplies our drinking water. Gasoline and oil leaking from motorized crafts will increase if the new developers increase the visiting population. Do we need chemicals in our water? Napa Co does not get to use Barryessa for drinking water as they opted out of financial backing in the 1950's of the Monticello Dam. Napa Co and cites are hurting for drinking water, they dont car about poluting Lake Barryessa since they dont use it for thier own drinking water. Also be aware of what is going on to distroy the "moth" that is attacking the vines in vineyards. Napa and Sonoma Co's are getting ready to fight the "brown moth." How are they going to fight it? Chemicals? Chemicals they use during the growing seasons of vines have already penetrated the silt which eventually flows downstream into the Carquinez Straits into the Bay. Shhh dont tell the folks down river, they are busy with bankruptcy and fighting for their lives trying to keep themselves alive. So what if we polute thier drinking water and our vineyards run off silt into their Bay, Shhh dont tell... Hey pass the vino!

ANON 2   |May.04.2010 ANONYMOUS: why give the OZ credit for supporting Measure A ? He is the one that gave them all of the money to start with amd then blames it on BA. Hell he gave them the money without even forcing them to go to BA. If I had my way, I would keep BA and change the Charter to get rid of elected officials. They are the ones that bankrupted the City....Next the OZ will put on the ballot in November to change the Charter for a strong Mayor form of government, which will give him veto power. He is only supporting getting rid of BA, so he can use the same machine to change our government..Don't be duped by this smart attorney.....

According to its website, hmartinfoundation.org , they have employment opportunities in the fields of education, health programs, ecology and environment, research programs, etc. We sure need those jobs here. Is this the "Return of HMF" to Vallejo?

ANON 2   |May.01.2010 MARC: I think it is time that the IBVALLEJO crew (Katy, Mr. Schussel, you and whomever) organize a town meeting, so we all can meet and discuss the merits of Measure A. With the money the PSU'ers are spending from their fat paychecks, we are doomed. Maybe with your influence you could set up something, where the unfunded and concerned citizens can get together and really discuss the issue. Have people like Mr. McConnell and JD Miller there to answer the questions that concern most of us, give a little history of how we got in this trouble. Maybe Councilmembers Gomes and Schively can also share their experience. We need to do something fast and you are the key...Thanks
